Relationship was from 1991-1998. Frank blocked GOP lawmakers from imposing regulations on Fannie & Freddie.President Clinton tried to impose laws on the mortgage giants but was thwarted by Frank. Frank met Moses in 1987 the same year he became the first openly gay member of Congress.Moses helped develop many of Fannie's affordable housing and home improvement lending programs.
